Declaring the reorganization of the judiciary pursuant to Batas Pambansa Blg. 129 creating the intermediate appellate Courts,the regional trial courts trial Metropolitan Trial Courts, Municipal circuit trial courts and Municipal Trial Courts and abolishing the Court of appeals.
